Green Cloudy Tank

Hey guys I have a problem. One of my 60g tanks keeps having the water get a cloudy green. I have changed the water like 4 times in the past two weeks and after a couple of days it gets cloudy again. What should I do? Only fish in it right now is an oto and I have 2 anubia nana.
 
Well if it's green the best thing to clear it up fast is a UV sterilizer. Available on Amazon, get like a 13 watt unit with flow control. Put in in the tank and set the flow to the slowest level so the water stays in contact with the light the longest. Will clear in 7 days and then you can remove.
