Green water and diatom powder

So my tank always has this green tint to it. There seems to be nothing I can do to stop it. Black out doesn't help, I don't over feed, it doesn't get really any direct sunlight...

I hooked up my Magnum filter and added a cup of diatom powder

in hopes to clear up the water. It has been running for almost 24 hours, and its only a little bit clearer, but it still has that green tint.

Should I clean the filter and add more diatom powder?
 
Depending on how green the tank was, you might need to change out the diatom powder several times. My tank was to the pea soup stage, and I needed to backwash my Vortex every 10 minutes, as that's how long it took for the flow rate to drop to almost nothing. Ended up taking 12 changes to get the tank clear. I would use the flow rate of the filter as an indicator of how clogged up it is, but my guess is you'll need to change out the DE several times before you see improvement.
