Hair on plants..

Based on the description, it sounds like beard algae. The stuff normally grows in high nitrates and high phosphates. It tends to be so tough that you can't really pull it off the plant and the only hting I've ever seen it eat it are snails. I have had luck gettign it to die back through a combination of water changes and a phosphate removing media in the past.
