I tested my tank this morning and noticed that the ph is at 9 or above all of my fish are acting a little funny! What should i do?!
 
A pH of nine is unnatural. You definitely have something in your tank that is causing this. I know of no municipal water system that can legally have a pH that high. You need to identify the offending hardscape and remove it. First thing is test your tap water. If it's between 6.8 & 8.0 you are OK. To avoid pH shock to your fish, do small 20% WC's once a day until your tank pH matches your tap pH. OS.

most likely not, algae is caused by too much light and nutrient imbalances. What fob you have for decoration ?
