How do you know if a fish is stunted?

Does this just mean the fish will stop growing in a certain tank that it's in, or it will stop growing even if you get it a bigger tank?? I see big fish in small tanks at the pet store and I'm just afraid if they are in there too long this will happen... Just a curious question looking for a knowledgable answer! :)
 
IMO keeping a FW fish in a too small tank long enough will stunt it's growth permanently and grow deformed. SW fish will stress out, get sick and die. Pet stores are keeping the fish short term with a over sized filtration system or regular water changes. I hope this helps!
