Yep, 24/7. You may have to do a little adjusting to make sure that it is keeping your aquarium at your desired temp. The factory setting is not exactly accurate most of the time.

Just leave it on 24/7. Your heater has a thermostat that automatically turns ON the heater when the water gets colder than your SET temperature and turns OFF the heater so that it won't get warmer than your SET temperature.

Use a thermometer, it will help you "see" the actual temperature of the water and then you can make the appropriate adjustments to your heater.
 
Yep, as the two above have said - basically, your heater is automatic.
So, just set it to the required temprature and it will do the rest for you.
Thermometers are dirt cheap, you can get digital ones for a few £ / $ extra.
 
Also,

Dont go cheap on your heater. Heaters are one of the parts that holds to the old saying (You get what you pay for). U buy a cheap heater and you get a cheap heater with poor construction and it has a chance to be more inaccureate and could even "STAY" on.

I like EboJager heaters. They are a bit higher priced than some other submersible heaters but they have a nice themostat that has 1 degree incraments that has a click dial on the top of the heater.

Put the heater in a HIGH flow area of the tank so that it can evently warm the entire tank water.
 
That was a good point about the high flow area. If at all possible place it relatively near your intake on your filter. It is also a good point to invest in a good heater, one that allows a finer adjustment will make you a lot happier in the long run.
