How many fish in a 20 gal?

I have 1 Black skirt and 1 red tail Rasbora... I'd like to get a school of each and put in the 20 gal! Could I do that??

I think that you can do it with no problems for bioload.

I think so. What is max size of each? I am thinking they are both under 3 inches right?
