A week of fully-cycled or a week into cycling? In the second case, absolutely do not add more fish. Have you tested the water parameters for ammonia, nitrite, and nitrate? Don't add any fish until you know for absolute certain that your tank has cycled--that takes 6-8 weeks generally, maybe a bit less with fish-in cycling. After that, your tank size would allow the neons, but your tank is on the small side for a red-tail shark.
