How smart are dwarf pufferfish?

Supposedly online these dwarf pufferfish are known for being "extremely intelligent". I just wanted to know if you guys had any experiences showing this.
On the interwebs they say that it recognizes you as you walk toward it.
However, my betta fish already does that as she knows I'm about to feed her.

Can anyone clarify this?

I am not sure intelligent is the word I would use. More seems to be more aware of its environment outside of its tank. Seems to watch what is going on. Gives you these cute looks. Maybe just cause it is a fish that can blink.
