how to prepare a new tank w/o a filter

OK here is the situation,I have this 15 gallon tank with a aqua tech 5-15 and a 29 tank (not set up yet) with everything needed to get it running.But last night the aqua tech on my 15 gallon broke so I used the filter from the 29 and I need to set up the 29 gallon and have the 15 gallon going .so help please.

You should probably get a filter

Aquatechs are pretty temperamental, have you tried taking it apart and putting it back together?

I tried this about 5 times and it still did nothing when i plugged it in
