I wouldn't use an oil filled pump in the tank, hydor koralia nano power heads are sweet. I like espei or pork chop rasboras myself.

what about a Seio M1500 pump Flows 1500gph for the water flow. Too much?

That's probably too much. I would look for somewhere around 400-600 gph.

it would filter the tank 37.5 times an hour, do you know a good power head that is not to expensive? what if i used a power filter put it on the end and hoked up the intake to PVC pipe so it sucks water in the opposite side of the filter?

37.5 times per hour would be madness for pretty much and fish. I'm afraid I don't know much for powerheads though.
