Is fin rot contagious?

My lfs guy bought some fish I ordered but he said he took them from a tank where some fish had rot or something as he wasn't sure but there was something. It wasn't white spots and most likely rot. So he said he will keep the fish for few days before selling to me to make sure they are fine.

Now, the question is that if fin rot is contagious like if one fish has all the water is contaminated or no? Specimen he picked are fine and have no rot or something.
 
True fin rot is caused by poor water conditions.
Thanks but does it spread like white spots? If a fish from bad water who has no illnes is transferred to good quality water tank will that fish be ok or while it was in bad water it carried with it rot parasite?

If it's actually fin rot than it should improve when placed in clean water. It cannot be passed like ich. Other ailments can present as fin rot or deterioration. Other ailments are contagious

These two pictures he sent me. In first picture upon zooming in I see like the skin of fish is white or maybe its normal. Second picture looks fine to me. But I am doubtful about the first picture like something white thing on fish i guess.

Not really sure. Wouldn't buy a sick fish though.. if its columnaris you'll be bummin.
