Hmm... It looks like it could be, maybe if you could get a more lit picture of him when he's flaring? (Put a mirror in front of him to get him to flare). It's kind of hard to tell. I'm sure the Betta veterans on here could tell you in the blink of an eye, though!

Picture taking help:
Do you have a really bright flashlight? try shining that in your tank, it should light up the fish steadily without scaring it the way sudden camera flash does (I've been experimenting.)

Here are some more that are pretty good of his fins. About 2 months ago his fins were severely nipped and only maybe a quarter of an inch long (how I got him). Obviously he has been working to grow them out.
