Is this bad algae?

I have java moss covering the ground on one side of my tank and for the past week or so it has been growing some algae (it looks like). Today I moved it around and its actually thicker than it looks and isn't nearly as slimey. However, it sticks to EVERYTHING. It isn't growing anywhere else in my tank, just on the moss- what could it be?

Is it the java moss growing? I went and looked at it again and it reminds me of green cotton candy (well, the way it pulls apart)
 
It's algae. The same stuff I fought til I did an Excel dip with my java moss. When I did, it all melted away, and has not come back since. I you have lourish Excel, try dosing some in the java moss, and see if the algae starts to melt away. If it does, then dose other parts of the java moss til you get it all.
