Is this brown algae?

Is this brown algae? And how do I remove whatever it is. It's a fuzzy brown layer on my river sand substrate. The tank is a 33 gallon planted tank with 2 opaline gouramis. The water looks dirty because i tried to remove that stuff using a net and moved the sand too much.

I did that. Turns out it's because it's a newly set up tank so the substrate has a lot of excess nutrients in it
