L333 Pleco and RO water additive

Hi Everyone, this question is a little complex so bear with me!

I have terrible tap water. 8.9/9.0 PH out of the tap. 5 KH and 15GH.

I recently obtained some L333 they seem to be doing well in RO water treated with Seachem Neutral Regulator. PH settled around 7.2 with the Neutral Regulator. KH was at 2. I'm OK with this for now.

I'd like to find an additive or combination of additives that would eventually provide them, especially when they are big enough to breed, PH of 6.4 to 6.6 but keep the PH around 2 - 4 (for stability) and GH on the low end.

Any advice for this one? :)
 
The source? Tap water from the city. There's no doubt the tap water is awful. API test kits. City water report even reports the PH at 9.
