What would yall think the best lights would be for a 36 gallon bow front with black sand, probably no plants, and colorful fish like German blue rams?

Are you talking about the Aqueon one?
If you are and have the hood for it, the T5 CFL that it is made for and comes with will be fine for no plants.
If you aren't talking about the Aqueon one, or don't have the hood, then the best light would probably be Marineland Double Bright LEDs. The brighter, the better, in case you every decide to go planted or put plants in it.
The type of fish doesn't matter very much when it comes to lighting. But be thinking that a fish's color fades in the dark after a while, and comes back in the light after a while. It may come back more or faster with brighter or better lights.
 
No plants then thats pretty easy.. just go for a t8 color enhancing bulb or some led's!
 
I didn't know if the leds were any good. So that was new and IM probably going to go with the t5 color enhancing.
 
I really like the blue tinted lights, they seem to really make the water look clear and bring out the colors.
