Logistics with changing tanks questions

I got an Oceanic 46 gallon bowfront, stand, hood, stealth heater, and penguin filter for $399!!! Ordering new substrate tonight.

So, it needs to go where my 20g is.
-20gal tank has ich... still.
-I have an empty 5 gallon available if that helps.
-Water at the office is awful. Old building, bad pipes. I use RO from the store.
-Current fish, 6 Colombian Tetras, 8 Cardinals, 1 Clown Pleco

What's the best way to move everything? I thought about throwing all the fish in the 5 gallon temporarily and trying to get the ich under control (less water means less meds and less water to heat to 88+.

Then empty the 20 (save some of the water for the new tank? with the ich, I don't know....) and once empty, swap the 46 and 20. Put the 20 filter on the 46 until the good bacteria are established. (how long???)

Good bad, right wrong???
