Low tech Vs. High tech?

I've always wondered..... What is the difference between low and high tech FW tanks? It's puzzled me since the beginning.

High tech tank usually have higher lighting (3+ wpg and T5HOs). They also have CO2 injections. Another element is the substance which is usually a higher quality plant substance.

Low tech-basic plants and low lighting, not CO2 and maybe a little nicer substance.
