How does someone ( like me ) securely stack pieces of slate do I use aquarium silicone ? Or is there something else I can buy that would be safe for the fish and not leach ?

You can use aquarium sealant/silicone as long as you're applying it to a dry surface and it completely dries before you put it in the tank your fish will be fine, obviously it's okay to use or it wouldn't be what holds our tanks together but the fumes from wet silicone will kill your fish. They also make aquarium safe glue you can use but silicone will be easier to find and probably cheaper for a larger amount.
