maxium amount of fish for 20 gal

I have a 20 gallon FW tank. I wanna stock with several kinds of tetras, zanios, and maybe something else. What is my limit for a 20 gal tank, fishwise (how many fish for my tank)?

the rule is one inch of fish per gallon so 20 inches of fish ... neons are about an inch so about 20 of them
