1 ram will do fine in a 20g along with 10 tetras.

How about one pair of rams one bn pleco and 16 neon tetras in a 29 would I be able to add some shrimp.

Rams will more than likely pick at the young shrimp. Adults may become a snack too. I never kept rams for long enough to notice what they did to shrimp.

Bamboo shrimp get pretty big. 3 inches at the lfs here. The need a little water flow I eat tho.
