moving fish to my 40B, betta first or tetras?

My 40B is about ready to move fish into. I will be moving my betta from his 10G to the 40 and 6 of the neon tetras from their 36 to the 40.

which should I move first, the betta or the neons tetras or does it matter? if I add the betta first, should I wait a few hours or the next day before adding the tetra's or just add them at the same time?
 
Tetras, because betta is territorial. Not sure if it will matter in a 40. They will have plenty of room :)
 
I thought this question was for behavior not cycling? If behavior-neons first, so betta doesn't feel like it's being encroached on.
If cycling I agree with betta first.
 
I agree with BMCKEE. I have a 55 gal and moved my betta in after everyone else had their territories established. So far, it's worked out great. They all get along just fine.
