Neon Tetra Disease or Fungus

Is this fungus or Neon Tetra Disease? The white "clump" is at the base of the tail before the fin starts. It also is starting on the bottom of the fin. At first I thought it was fungus so I started treating it with Seachem Kanaplex. But I noticed the other fish were nipping at it and I was worried it was NTD. What do you think? It is now in my shrimp tank quarantined away with Kanaplex in the water

I don't think that it's NTD. I have seen it and it looks like a pale saddle across the back of the fish, not unlike the egg saddle on a RCS.
