Neon Tetra Mouth

Hello,
My fish has had this for at least a few months and it has been eating/appears healthy so I didn't think anything of it. I thought I would post pictures of it to see what other people's thoughts are, as far as what it is and whether or not I need to do anything to the water/fish.

Something like a dislocated jaw? Couldn’t make it out well but seemed good news still eating.

Fish with cottonmouth / bacterial infection I’ve found end up with flesh eaten away after a few weeks.
