Start with new water, no sense moving dirty water, the bacteria is all grown on the filter and on hard surfaces.
 
No need. You should transfer the filter media from the old filter into the new filter. That is where the majority of your benenficial bacteria is.
 
Thanks for the input... Unfortunately before I got home the tank was in the middle of already being set up. Sooo there's fresh water and old tank water.... We'll see what happens.
 
It won't hinder anything, just be aware it can skew test results since the water from the established tank will contain nitrAtes and any other compounds which were in the old tank. As long as you moved over all the media and it stayed wet...all should be well :)
