new/used tank

I just bought a 55 gal tank from someone that was fully setup. Fish plants everything.. The issue i have he did not clean the canister filter but like 1 time in the last 3 months everything inside the filter is horibble.
So my question is should i buy new media and bio filters and everything and start replacing them slowly so i keep tje bacteria going or what should i do?

Also forgot to mention all live plants and many of them. And any advice on how to setup media for best results. First time with canister filter

I would just clean it out and replace the floss. No need to replace the biomedia IMO.

Might as well clean the tubing while you're at it.
