nitrates and algea

I'm having a problem with green and brown algae growing on my rocks.. I've read that it could be caused by high nitrate levels. My nitrate level is between 20 and 30 ppm. Is this too high ?
 
Generally not, or at least not in those ranges. What's the stats on your tank (ie, light, age, ferts, etc)?
 
it's a 55 gallon tank. I'm using a 40w GE aqua ray light that's on about 8 hours a day. No live plants. I did change over from gravel to sand about 2 months ago. Everything else in the water tested good.
