It's likely hydrocotyle verticiliata if you live in it's range http://plants.usda.gov/core/profile?symbol=hyvev

Yes I live in New Jersey and I found it fishing this morning .... Am I allowed to have it in my tank?

It's not protected as far as I know, but check your state's list of noxious and prohibited plants just in case

It will grow in or out of water, it's not picky
