Ques about filter water fall strength

I'm not sure if it's called a waterfall since I'm not really sure how it's referred to, but I'm looking to somehow ease the waterfall on my filter. I remember reading here that you can put something, like sponges of sorts, that will weaken the flow. The strength seems to push the fish down too strongly and now it seems they are avoiding the area.
 
Yes, I have used a piece of bulk filter media tucked in to the outflow so it smooths and distributes the flow more gently. Alternately, if not wanting a roll of bulk filter media, you can cut a filter pad and use it.

I cut the pad shaped like (a 2 dimensional drawing of a) mushroom. The "stem" tucks into the HOB filter and the button top sort of lays out to the top of the water.

You are saying to stuff the filter media under the cap, just above the blue where the water falls out?
 
So, that is specific for carbon removing colors, odors or medications and maybe thicker harder material and not easy to slip in. I know the imagitarium nitrate pad is super crusty hard.

For some reason I can't find the bulk filter pad blue and white bagged kind I usually buy, and I happen to be out of so can't look for the package.

It is found at Petco all the times I have looked for it, hanging near the other filter supply things..
