Question Re Fishless Cycling

Hello all.
I have purchased off Kijiji a 90 Gallon Reef Tank setup with Sump for a hundred bucks.
I have it setup now for two weeks Running full tilt. No Fish. Im using Pure ammonia to Cycle it.

Going in the Tank are my two 8" Oscars. Now to my question.

My Ammonia Levels are at going from 2 - 4 PPM I have been adding new ammonia to the tank every other day to bring it back to 4 PPM.

My Nitrite Level has remained at 0 PPM

My Nitrate Level has been increasing slowly to 40 PPM

I have seeded my tank with Gravel from the existing Oscar tank, Also have a Penguin filter from the oscar tank and have added some wash off from the filter media from the oscar tank directly into the sump filter.

Is it possible that my Tank is already Cycled since there are no Nitrites showing up?
I don't want to put those big fish in the tank if its not ready..

PS: I know Oscars grow big and 90 is the bare minimum tank etc etc..

The tank is considered cycled when both the ammonia and nitrite are at 0 within 24 hours of dosing the ammonia. So you're not quite there yet.
