Risky water change

I've been struggling with Cloudy water since adding new gravel. I did rinse it, but I don't think I did enough and never settled. I've done numerous pwc. I've thought about trying to remove all of the gravel and rinsing it a lot more. I'm also considering removing my fish and taking out all of the water. When I put in the new gravel I put it on top of the old gravel. If I drain it I would still have the media in the filter and in the old gravel so I don't think it would be a problem as thats how I originally set up this tank months ago, but it does concern me. I'm just at a loss and totally frustrated.

try using carbon? (I know probably dumb question but thought I'd throw it out there) gotta be an easier way to de-cloud your tank..Id use a massive dose of carbon and PWC the heck out of it some more.. just an idea
