Should i put this water conditioner in the tank while there are fishes or should i put it on a tank, wait for a few days then put fishes in?

You can add it directly to a tank with fish in it, but if you're still worried about harming your fish, about half an hour wait would be more than enough time to allow the dechlorinator to do it's job.

Every time you do a water change, or a little splash whenever adding new fish to relieve the stress of a new tank
