Should 80 temperature be warm to the touch ?

I find 78-80 too cold for my tastes, I thought it would be warm to the touch but it feels more on the cooler side to me. Fish are doing excellent regardless of the temperature set. I remember taking it to 84 the highest on the the heater and it was pleasantly warm to the touch. Anything less than 82 feels cool to me. I have glass thermometer on the inside.
 
Well you figure the human body is slightly warmer than 98 degrees...no 80*F should not feel "warm" to the touch...in liquid terms 18* is quite considerable :) does that help?

77 is a good temp (if it's stable of course!)
