Ok, so my tank has been cycled for over a week now. Everything's looking good except for high PH which I understand is "normal" for the water in this area.

I managed to offload my 3 mollies than hung with the cycling to a fellow aquarium guy with much space and few fish. I miss them now though at least I'll be able to see them from time to time.

I accidentially murdered one of my Siamese ae's while working in the tank; a tale too stupid to recount.

I added a couple of dwarf gouramis who are surprisingly rather good with each other. I also added a couple more neons.

At first the neons were all friendly and hanging together. Now they're chasing each other. It's not just one or 2 bossy ones, but all of them are chasing everyone.

What's that all about?

The problem is not enough room. Even though they are docile little fish, I'm guessing they feel "caged" in and have become aggressive because of that. Your tank was stocked with just the gouramis and the SAE. 10 gals are easy to over stock, but with not much room, fish react to it more than say an overstocked 50 gal.
Also, your tank has been cycled for a week--check your water parameters and make sure all is okay after the addition of your fish.

Are they nipping or just chasing? Neons are schooling fish and like to stay together.

dont be too hard on yourself, it happens. If I were you, I'd return the dwarf gouramis because even though they seem fine right now, they will become aggressive toward eachother as they mature. Also, from what I've heard, SAE's will definitely outgrow your tank, but you have a while. So if you don't want to return any fish, and have a bit of money to spare, you can always pick up a second tank. However, if that isn't an options, otos are a good replacement for SAE's but they should only be introduced to a tank that has been established for a while because they can be very sensative.
