Stablizing Water Parameters

Ok so i am having a huge problem with suspended algea and some algea on my sand. I was told to test my water parameters and here they are:

yesterday (before pwc):
PO4 .5mg/L
KH 5˚/89.6ppm
GH 8˚/143.2ppm
pH 7.2
Ammonia 0ppm
Nitrite 0ppm
Nitrate 10ppm

today (8hours after 25%pwc)
PO4 .25mg/L
KH 4˚/71.6ppm
GH 6˚/107.4ppm
pH 7.4
Ammonia 0ppm
Nitrite 0ppm
Nitrate 10ppm

So obviously my Nitrates and Phosphates are not in a 10/1 ratio. How do i fix that? What do you suggest?

this is in my 55gal low light planted tank.

You are seeing a Carbon shortage, if the plants look healthy then you need some Co2 on that.

Your current Co2 level is @ 4PPM. If you can get that up a bit it will help. If you don't want to add Co2, then at least add some excel, it will help with any algaes.

(daylight adjusting the light level for you?)

This is IMO of course.

I've only head of green spot from a PO4 shortage.
 
should i also shorten the hours my lights are on? They are on for 12hours, which i suppose is a long amount of time.
