That would be a good size tank for a Betta or some shrimp. There are many kinds of Bettas and shrimps too, so you may find a kind that you like. The tank would also look great with a few live plants. 
Oh and back on the shrimp, some species will breed in aquaria and many times the babies will eat what the adults eat. This means that eventually you can have a nice colony.

I believe that the minimum size aquarium for guppies is 38 L (10 gallons). Not 100% certain though.
