Is the pH of this tank still 8.4?

yes. always has been stable at 8.4

That's pretty high for rams. I would avoid blue's and gold's and try the bolivians.

It's really high for rummies. Often healthy fish can adapt to a higher pH but they are notorious for being sensitive, as far as tetras go. You might want to stick with those 4 for a while before adding more to be sure you're going to be successful with them.

I would be okay with that, Im pretty fond of the bolivians thanks for the good advice about the rummies..I think I'll wait a bit and make sure they will be okay. Would I be okay to still get a few more guppies or should I wait on those too?

Yes, the gups should do great for you so you can add those right away.
