Strange bugs in tank

I was putting fedder fish in my clown knife tank and i noticed about 50 little bugs just above the waterline and floating in the water i scooped up a the floating bugs in a fine net and rinsed out the net but they are still around the tank right above the waterline what do i do?

They are to small, you can't see them in a picture
