Substrate change question.

So I'm thinking about adding or replacing the substrate in my tank. The only problem is, it's not completely done cycling and I'm afraid that if I change or add substrate to it, the cycle could be messed up/started over. Is it safe to do this?
 
What kind of filtration are you using? Are you fish-in or fishless cycling?
 
Your filter is black pebbles? Is it an undergravel filter?
 
Sorry, I meant the substrate is. No I have an Aqua Tech power filter for 5-15 gallons. I have a 10 gallon tank
 
In that case most of the growing bacteria will be in the filter.

Removing the substrate should not be a problem. Just be sure not to disrupt the filter too much.
 
Okay. So could I just turn off the filter and remove the fish and plants, add substrate and replace everything? It wouldn't mess everything up?
