Swordtail acting odd

My swordtail is sitting At the top of the tank under the filter. He is usually very active. He was acting just fine a couple of hours ago, I went to eat and. And back to him doing this.

Do you have a test kit for water parameters of the nitrogen cycle? Is your ph, temperature and water movement "oxygenation" stable?

Possibly it's being bullied by something in your tank.
