Tap Water Already Has Ammonia

What the heck? My tap has .25 ppm of ammonia. I haven't had any fish loss, and I do water changes frequently but am never able to get a 0 ammonia reading from my tank. I finally decided to test my tap. It's a very light green. What do I do? I use prime so that detoxifies it, but it still comes up in my testings which bothers me because I'd rather not see ammonia ever!

My test kit is about 6 months old. I don't know how long it was on the shelf at Petco. Am I due for a new one?

How should I go about this?
 
Some cities add chloramine to tap water, which is chlorine plus ammonia. Not sure what you can do about it, except prime.

I think maybe if you treat the tap water with prime and aerate in sunlight for 24 hours, that might work. The ammonia should leave as gas.
