Tap water hardness and stocking

Hi everyone,

First time aquarium owner here, excited to get started! Before I settle on what to put in it however, I have a question relating to my tap water's hardness.

Should I test my tap water's hardness before I decide on fish, or is that something I can control during the cycle, and not a factor when decided on aquarium contents?
