Too add or not too add?

I just added tons of new plants to my 10 gallon tank which currently houses 2 neon tetras. My tetra school has dwindled over the last year and these last two will likely be getting culled soon if they don't get better. My stocking plan once the neons are gone and the plants have time to establish is 2 dwarf puffers, 3-4 otos, and an Asian stone cat. I plan to wait a couple months to restock once the neons are gone, but this leaves the issue of my bb dying off if I don't do something. I am considering adding shrimp to the tank for now. I don't want to put anything very expensive in because I know there is the possibility the puffers will eat them once I get the puffers. What type shrimp would you suggest adding? I was thinking ghost or crs.
