Should I turn on filters while the sand is settling ? or will this ruin my filters ?

It may depend on the type of sand. In my experience, it's okay to turn them on.

I use aragonite, which isn't as fine as pool sand, so it might be best to have someone with that type chime in.

I have PFS and it settled so fast. I had to take out 75% of water when I put it in, so when I was done filling up the tank I turned everything back on right away and had no problems. As long as it's rinsed really well you shouldn't have any small particles left. I've also got 2 aquaclear 110's with 3 extended intake tubes so it's about 2-3" above my sand, but like I said I didn't have any problems. :)
