Two guppies in 5 gallon tank?

Some of my guppies have been picking on one of the other ones, to the extent that I had to remove him from the tank because they would not leave him alone. He is now in a 10-gallon tank, which I've split down the middle with a separator, where he lives on one 5 gallon side and my betta on the other.

My question is, can I move one of the other (peaceful) guppies over to keep him company, or will a 5-gallon size area be too small for two of them?

Or alternatively: What's worse, that my guppy lives alone - or that he's slightly cramped together with another one?

Just out of curiosity, would it be different with 1 male and 1 female? Would the male stress her out too much?
