I just picked up a fluval 406 on Craigslist.

It has some media in it which leads me to two questions. Fist what is this?

Second should I attach the filter to a bucket of water with some bleach and let it run for a bit then let it run in clean water to ensure no diseases etc are lingering?

Was sitting dry I believe but they set it up to show me it worked so it definitely had their fish tank water in it.

Kind of looks like planted tank media, the kind you grow plants out.of the filter with. Weird
 
If that is media that is coated, I would do the bleach treatment to try and remove it. Hard parts of the filter such as the can and trays can be run through the dishwasher, with detergent, to clean it.
 
You could always just get new media too. Matrix and biomax are widely regarded as the best choices for biomedia. What you have looks like eheim media.

Maybe I will just leave everything out for a day or two and let it sit and dry out. I just rinsed everything out as best i could.

I will probably leave out the cocoa puffs.
