Using "Prime" incorrectly?

From a couple of threads, I wonder if I'm using "Prime" incorrectly.

These are the steps I currently follow when doing PWC's.

1) Remove about 25% of tank water, while vacuuming the gravel; I fill 2 16L pails, so I'm probably taking out about 28L of water (from a 25gal (114L) tank)

2) I draw tap water into an 18L pail and add a couple of drops of "Prime" to that. I do this twice, which tops up the tank.

In previous threads, folks have indicated that the whole tank should be "primed". Would I do that after taking out the 25% water or after topping up the tank? Or does it matter? Should I continue as I have?

When I do my weekly pwc's I use the full amount for the whole tank, but when I am just topping the water off, I only use enough to dechlorinate the bucket I am using. :D
 
You should be ok. Most ppl do treat the whole tank when they fill straight from the faucet.
 
As stated..

When filling tank directly from a hose- Dose prime for full volume of tank
When filling via bucket- dechlor the water before adding, only for that amount of water
