Water changing and testing

Hi, I have a 75gal. and a 29 gal. I do reg. water changes and add the chemicals. The nitrates, nitites and ammonia are always high in the 29 gal. I don't understand. Please help!

Sounds like the tank is not cycled and/or has a stocking issue?
How old is the tank and who is in it.
Why not just list both tank stocking and filters also?
