what are they?

Bought these as a smart looking tester if you like for the tank. Now i wish it wasn't quite an impulse buy. I like them alot but i need to know what they due to behaviour. believe thy are a breed of tetra?
i have two of these that spend alot of time side by side as if they are leaning on each other.
Could this be mating, fighting off males for female attention or territorial
this is my first tank so any knowledge is helpful.

they are black neon tetras not peguin tetras, they dont have the black continuing on the tail.
 
They look like they could be flying foxes especially by how u talk about how they are acting
 
the 2 on the right are definately black neon tetras. i cant see in the picture but they have redish/orange color over their eyes.
 
go to aquahobby.com and look at the golden pencil fish in the gallery section
 
Look like pencilfish to me also. They are not stocky enough to be black neons, and they are definitely not penguins.
